Upgrading to a (Potentially Smaller) New Launch Condominium: A Trade-Off Analysis for HDB Owners

For HDB owners eyeing new launch condos, upgrading often means trading space for modern amenities and potential long-term value. Rising land costs and cautious developer sentiment have made new launches smaller and pricier, so buyers must weigh lifestyle upgrades—like better facilities, prime locations, and future appreciation—against reduced living space and higher monthly commitments. While resale condos offer larger layouts at lower prices, new launches provide fresh designs, longer lease tenures, and stronger rental appeal. The decision hinges on priorities: families valuing space may lean toward resale, while those seeking convenience, prestige, and investment resilience may accept smaller units. Ultimately, upgrading is less about square footage and more about aligning financial readiness with lifestyle aspirations, making clarity of goals essential before committing.

For many Singaporeans, owning a condominium remains a significant aspiration, representing not just a home but often a symbol of socioeconomic status. Condominiums offer appealing amenities like gyms and swimming pools, particularly attractive to families. However, rising property prices in Singapore have made purchasing a condominium increasingly challenging. The Private Residential Property Price Index (Non-Landed) has surged by approximately 7.5% per annum since 2009, outpacing average wage increments and making condos less affordable for the average person compared to two decades ago.

In response to rising overall prices, developers have increasingly built smaller units to keep new launch condominiums within reach for buyers. For example, ParkTown Residence offers 3-bedroom units starting from 926 square feet at an indicative price of $2.07 million ($2,236 psf). Similarly, other new launches like The Orie (850 sq ft for 3-bedroom units) and The ELTA (926 sq ft for 3-bedroom units) feature compact layouts. In contrast, a typical 4-room BTO flat is at least 90 square meters (approximately 968 square feet). This means that HDB homeowners “upgrading” to a new launch condominium may find themselves acquiring a smaller living space for a significantly higher price.

This raises a crucial question: Does this trade-off make sense? What are the pros and cons of such a decision?

The Perceived Upside: Price Appreciation Potential

Despite the potential for smaller living spaces and higher costs, many buyers are drawn to new launch condominiums due to the perceived potential for greater price appreciation. This strategy has indeed yielded positive results for some in recent years. For example, Pasir Ris 8, an integrated development, saw its 3-bedroom units launched at an average of $1,503 psf in 2021. By 2024, prices for similar units had climbed to $1,800 psf—an increase of approximately 20%. Asking prices for units nearing TOP (Temporary Occupation Permit) have even reached $1,888 to $2,400 psf.

Several factors contribute to the success of this strategy for some buyers:

  1. “Newness” Premium Upon TOP: Purchasing a newly launched unit and holding it until its TOP (ideally beyond the three-year Seller’s Stamp Duty period) can generate good returns. New buyers are willing to pay a premium for units they can move into immediately, bypassing the long waiting times associated with BTOs or the uncertainty of renovation for resale.
  2. Developer Pricing Strategy: Developers often price units progressively higher as a project sells out. Early buyers typically secure better prices than those who purchase later. Once a developer has sold a substantial portion of units (e.g., 90% in the first week), they can confidently raise prices for the remaining units, creating paper gains for early entrants.

The Prestige and Aspirations of New Launch Condominiums

Developers invest heavily in marketing new launch condominiums, not just on investment potential but also on lifestyle aspirations. Showrooms are meticulously designed with high-end finishes and thoughtfully planned layouts, creating an immersive experience that allows prospective buyers to envision their future life there. Even if the actual unit is smaller than their current home, the allure of a brand-new, modern living space often makes the “upgrade” feel justified and desirable.

The Logic of Paying More for Less Space

For HDB homeowners selling their flat after its Minimum Occupation Period (MOP) to buy a new launch condominium, the decision often involves paying two to three times more for a home that is similar in size or even smaller. From an investment perspective, this decision can be rationalized by the expectation of faster price appreciation in private condominiums compared to HDB flats over the long term. This is partly due to the government’s vested interest in keeping HDB prices affordable for the masses, while private property price increases face fewer political constraints.

However, if the primary goal is simply to own a private condominium—whether for decoupling purposes, proximity to a preferred school, or lifestyle reasons—a resale condominium or even a private apartment might offer a more pragmatic alternative. Many homeowners find that older condominiums provide larger living spaces at a lower price per square foot compared to new launches, allowing them to enjoy more spacious living and condominium amenities without necessarily downsizing on space.
