This inclusive approach also benefits individuals who cannot legally marry (such as members of the LGBTQ+ community) or couples facing family reasons for separation.

The FCS will also introduce a Joint-Balloting component, allowing parents and children to apply for two units within the same BTO project. These new provisions will supersede existing schemes like the Married Child Priority Scheme and Senior Priority Scheme, offering enhanced benefits for intergenerational living. While the full details, including the number of flats reserved for singles under this scheme, are yet to be announced as the changes are phased in, the government has explicitly stated that this move aims to better support intergenerational living.

This new policy addresses a long-standing concern: the difficulty for singles to secure housing near their aging parents, which complicates caregiving. As parents age, the need for assistance increases exponentially. Initially, it might involve minor emergencies or tasks parents can no longer manage independently, like heavy cleaning or furniture disposal. Over time, this expands to accompanying them to medical appointments, managing prescriptions, and assisting with household events. For those in their forties and fifties, caregiving responsibilities can escalate to requiring multiple daily visits for personal care, as not everyone is able or willing to place their parents in a care home. While government aid exists, it cannot fully replace the human touch and convenience of direct, close proximity.

While cohabitation is an option, it’s not always preferred by either generation, and large residential properties that accommodate multiple families are often prohibitively expensive. As Singapore’s population ages, enabling singles to live near their parents becomes increasingly vital. Easing the burden on individual caregivers indirectly supports the broader social and healthcare systems. Providing a nearby home is a substantial form of support, far more impactful than vouchers or subsidies.

Preserving Familiarity and Community for Singles

The new rule also allows singles to remain in familiar environments. The dismissive notion that “Singapore is small, so just move anywhere” overlooks the deep value of routine, social circles, and familiarity. While geographically true, forcing individuals to uproot from their established communities—their usual hangouts, friend groups, and daily rituals—can significantly impact their quality of life. If maintaining familiarity is recognized as important for the elderly, it should logically extend to young singles as well. This policy acknowledges that the ability to maintain one’s community contributes to a better quality of life for all residents.
