Unlike upgraders, right-sizers benefit from time, as condo prices rise faster than HDB resale values, reducing urgency. Ultimately, success lies in strategic planning—managing interim housing, finances, and lifestyle changes—to ensure a smoother transition into public housing.

Whether a planned financial move or a necessary adjustment, transitioning from a private condominium to an HDB flat involves more than just a lifestyle change. It brings regulatory hurdles, potential renovation considerations, and shifts in daily living. Here’s what individuals right-sizing in 2025 should be aware of:

1. Strategic Planning for the 15-Month Waiting Period

Upon selling your condominium, a mandatory 15-month waiting period typically applies before you can purchase a resale HDB flat. This extends to 30 months for BTO flats and even for Sale of Balance Flats (SBF) units. While appeals to HDB are possible for special circumstances, successful cases are generally limited to situations involving death or divorce.

Therefore, forward planning is crucial. Determine your accommodation during this waiting period. If renting is an option, consider securing a place near your intended HDB estate. This not only eases the eventual move but also provides an opportunity to scout specific blocks and monitor prices in your target neighborhood. Remember to arrange storage for bulkier items if you wish to avoid moving them twice.

(Note: This waiting period is waived for individuals aged 55 or older who are right-sizing to a 4-room or smaller flat.)

2. Addressing Early Loan Repayment Penalties

If you have an outstanding loan on your condominium, be mindful of early repayment terms. Many (though not all) banks impose fines or processing fees if a loan is paid off without sufficient prior notice, typically around three months. Confirm this with your bank well in advance.

Additionally, some loan packages include lock-in periods. Repaying the loan within this period usually incurs a penalty, often around 1.5% of the redeemed amount (e.g., $3,000 for a $200,000 repayment). Some loan products offer concessions, allowing partial penalty-free repayments or waiving penalties if the early repayment is due to a property sale. If right-sizing is a future consideration, inquire about such features when securing or refinancing your loan.

3. The Importance of CPF Refunds and Cash Over Valuation (COV)

Upon selling your condo, you are required to refund any CPF monies utilized for its purchase, including amounts used for down payments, stamp duties, legal fees, and monthly loan repayments. Check your CPF account to ascertain the exact refund amount.

While CPF refunds are often a greater concern for upgraders, they also impact right-sizers, particularly with the prevalence of Cash Over Valuation (COV) in the HDB resale market as of 2025. COV refers to the amount paid above HDB’s official valuation, which must be settled in cash. For example, if you agree to buy a flat for $600,000, and HDB’s valuation is $550,000, a $50,000 COV needs to be paid in cash.

(Note: HDB no longer publishes COV data. The purchase price is agreed upon first, with the official valuation determined later. A property agent might be able to provide insights into market COV trends.)

Be mindful that if a substantial portion of your sale proceeds is refunded to CPF, it could limit the cash available for COV and, crucially, for renovations. Resale HDB flats are generally older and often require significant renovation, which can be expensive.

4. Pet Rehoming Considerations

HDB has specific regulations regarding pets, including an approved list of dog breeds. Pets that were permitted in your condo might not be allowed in an HDB flat. Plan accordingly for your pets’ housing. While it’s observed that enforcement often occurs when complaints are made (as seen with cats, which were technically not permitted until September 2024 but widely owned), it’s a risk to acknowledge. Having contingency plans for your pets is advisable. It’s important to reiterate that adhering to HDB rules is recommended.

5. Adjusting to HDB Safety Features and Security

Unlike most condominiums with 24/7 security and secured lift access, HDB flats primarily rely on the front door and gate for security. If you have young children, elderly family members, or individuals with cognitive impairments who might wander, you’ll need to implement additional safety measures. Engaging with your neighbors and block residents can be beneficial, as they often contribute to a sense of community watch.

Consider selecting a dementia-friendly town (e.g., Kebun Baru, Yishun, Woodlands, Toa Payoh West, Bedok), which offer initiatives like local volunteers and color-coded directions to aid residents. While less common now, loan shark activities are still more prevalent in HDB estates due to the lack of private security, making it easier for runners to access floors. Remain vigilant for signs like graffiti, CCTVs outside doors, or unusually sparse common corridors.

6. Re-evaluating Car Ownership

Older HDB blocks might lack multi-storey car parks, and sheltered parking can be scarce, potentially leading to longer walks to your vehicle in inclement weather. This might be an opportune moment to reassess the necessity of car ownership. HDB estates typically boast excellent public transport connectivity, and essential amenities like minimarts and coffee shops are usually within walking distance. The savings from giving up a car could potentially offset renovation costs. Your decision on car ownership should inform your choice of flat location; proximity to MRT stations, malls, or market centers might become more valuable without private transport.

7. Leveraging Time as an Advantage

Unlike upgraders who often face pressure due to rapidly rising private property prices, right-sizers generally have time on their side. Private home prices tend to appreciate faster than HDB resale prices, so waiting an additional year or two poses less financial risk. Even if HDB prices increase, the absolute quantum of the replacement home is much lower. A 5% increase on a $2 million condo is $100,000, whereas on a $600,000 HDB flat, it’s $30,000. This smaller impact allows right-sizers to be more patient in finding a suitable replacement. Do not feel pressured to rush; take the time to find a flat that truly meets your needs and preferences.

The current market in 2025 sees fewer sellers, leading to a tighter supply of desirable resale HDB flats due to the high cost of replacement properties for potential upgraders.
