Understanding Government Land Sales (GLS) and Their Influence on Singapore’s Property Market

Singapore’s land scarcity is a perennially discussed topic, as it directly impacts property values across all sectors—industrial, commercial, and residential. The Singaporean government, which owns 90% of the nation’s total land area, leverages this ownership to strategically manage development. A significant tool in this management is the Government Land Sales (GLS) Programme.

The GLS Programme Explained

The GLS Programme is a semi-annual initiative through which the Urban Redevelopment Authority (URA) releases state-owned land for development. Announced every six months, the program is structured with two key components: the “Confirmed List” and the “Reserve List,” providing flexibility in land supply.

  • Confirmed List: Sites on this list are actively launched for sale on pre-determined dates, typically through a tender process. Developers bid for these parcels, and the highest acceptable bid secures the land.
  • Reserve List: Sites on this list are not immediately put up for tender. Instead, they are available for application by developers. A Reserve List site is only put up for tender if a developer indicates a willingness to bid a minimum price acceptable to the government. The government may also initiate a tender if there is substantial market interest in a particular land parcel.

Current GLS Landscape

As of now, the Confirmed List includes 15 sites, with four already awarded, five currently open for tender, and another five scheduled to open for tender between November and December 2024. Only one Confirmed List site has not been awarded. Notable sites on the Confirmed List include River Valley Green (Parcel A), Dairy Farm Walk, Canberra Crescent, Tengah Garden Avenue, and Holland Link. The Reserve List currently comprises nine land sites, with only one having been awarded so far.

GLS Impact on Singapore Property Prices

The GLS Programme significantly influences Singapore’s property values because developers are its primary clients. Developers acquire land through two main avenues: the GLS Programme or en bloc sales (collective sales of existing private developments). By controlling the GLS Programme, the government maintains tight control over a major source of land for property development across all uses—residential, commercial, and industrial.

This governmental control means that the release of GLS sites offers key insights into future urban development. Monitoring which sites are awarded can indicate where new urban growth, transformation, or gentrification might occur.

Localized Effects of GLS

When multiple GLS sites are offered in the same area within a short period, especially near crucial transportation hubs, property prices and average per-square-foot values for condominiums in those areas can see a rise. For instance, the award of six sites near Lentor MRT between July 2021 and September 2023 demonstrated this effect.

Furthermore, the designated use of a GLS site—whether for residential, commercial, or mixed-use development—signals the government’s vision for the urban mix of specific neighborhoods. This information is invaluable for investors and individuals seeking to understand the long-term trajectory of an area.

In essence, the GLS Programme empowers the Singaporean government to control land supply and development, two pivotal factors that directly determine property prices across the nation.
