Are Suburban Condos In Singapore Still Affordable? Here’s What The Data Actually Shows

For families, resale suburban condos may still offer value, while investors and younger buyers often lean toward new launches for liquidity and amenities.

OCR condos — the Outside‑Central Region — have historically been the go‑to for buyers who want private housing without city‑core prices. Think practical layouts, lower quantum and a common path for HDB upgraders.

But that clear price gap is eroding.

Several OCR districts have seen strong gains over the last decade, with some pockets now charging totals that used to be limited to RCR or CCR suburbs. In short: affordability in the OCR is changing from a regional issue into a district‑specific one. Below I walk through the method, the headline numbers and what they mean for different unit sizes and buyer profiles.

This analysis uses resale and subsale non‑landed transactions only, over roughly the past 10 years. New launch pricing is excluded because developer launch prices distort long‑run resale trends and overstate returns to earlier buyers. District classification follows planning region/area definitions (so parts of a single numbered district can be RCR or OCR depending on location).

Headline district performance (2014 → mid‑2025)

  • Biggest percentage rises: District 21 (Upper Bukit Timah, Clementi Park, Ulu Pandan) +50.4%; District 20 (Bishan, Ang Mo Kio, Thomson) +47.9%; District 25 (Woodlands, Admiralty, Marsiling) +46.5%.
  • Slowest: District 13 (Potong Pasir, MacPherson, Braddell) +14.3%; District 17 (Loyang, Changi) +20.7%; District 28 (Seletar, Yio Chu Kang) +21.4%.

Which unit sizes powered OCR growth?

Breaking the data by unit size reveals who’s been buying and driving prices.

One‑bedders

  • Growth generally muted versus larger family units. Some districts (D14, D26) outperformed due to proximity to job hubs or new MRT connectivity. Others (D27) showed very little lift because demand for single‑bedder investment units is weak in family‑dominant towns.
  • Overall, one‑bedder gains were modest — landlords and singles still matter, but they didn’t drive the biggest appreciation.

Two‑bedders

  • Surprisingly strong in some places. District 13 (Potong Pasir, MacPherson) posted a ~60% jump for two‑bedders — far above the district’s average. Why? Two‑bedders are attractive to both compact upgraders and landlords, creating dual demand that supported prices. District 21’s two‑bedder gains (c. +55%) reflect upgrader interest in Bukit Timah/Clementi Park too.

Three‑bedders

  • The clearest upgrader story. Three‑bedder prices rose sharply across many OCR districts — heavily supported by families aiming for better schools, transport links and bigger living spaces. Districts 20 and 21 stand out, with three‑bedder averages already straying into sums normally seen in higher‑priced regions. District 27 (Sembawang/Yishun) recorded one of the largest increases thanks to local upgrades like Canberra MRT and Bukit Canberra.

Four‑bedders

  • Big moves here as well. Four‑bedder prices jumped substantially in many OCR locations — for example, District 20’s four‑bedder average rose by roughly 65% from 2014 to 2025. These units remain one of the main reasons upgraders look to the OCR: they still offer lower quantum than comparable central options, but that gap is shrinking in high‑demand districts.

Five‑bedders

  • Data noisy and transaction volumes small. Large swings often reflect one‑off penthouse or rare big‑unit sales, so use caution when interpreting averages.

What patterns explain these shifts?

  • Family demand lifts bigger units: three‑ and four‑bedder gains outpaced studio/one‑bedder growth in many districts because upgraders (rather than pure investors) have been the key buyers.
  • Infrastructure and amenities matter: new MRT stations, malls, integrated hubs and school proximity repeatedly show up where prices outperformed.
  • Base price realities create different percentage gains: districts that already had high launch prices (parts of D13) show lower percentage increases even if absolute gains were healthy.

Practical takeaways for buyers

  1. If you want space and utility rooms: resale OCR options can still deliver more raw square footage for the same or similar quantum compared with many new launches. Older developments often have larger bedrooms, bigger yards and more flexible layouts.
  2. If you want modern efficiency and facilities: newer launches offer better layouts, amenities and lower immediate maintenance risk — but typically on smaller floor plates and often at higher $PSF.
  3. Don’t focus solely on OCR vs RCR label: drill down to the district and even precinct level. Some OCR districts already price like RCRs; others remain far more affordable.
  4. Watch transformation risk: buying into “first mover” areas can pay off — but the payoff can take many years and depends on actual implementation of planned upgrades.
  5. Consider quantum and borrowing capacity, not just $PSF: headline $PSF may be lower in older, larger units, but total price (quantum) can still be high because of floor area.

District examples to illustrate the point

  • Bishan/Ang Mo Kio (D20): strong school catchments and MRT access helped three‑ and four‑bedder prices climb significantly. These remain appealing for families even as prices rise.
  • Upper Bukit Timah/Clementi (D21): entrenched family appeal and lifestyle amenities pushed long‑term gains, making this area one of the OCR’s strongest performers.
  • Woodlands (D25): once firmly at the affordability end, Woodlands has been re‑rated by expectations around cross‑border links and northern redevelopment plans.
  • Seletar (D28) & Loyang/Changi (D17): slower appreciation. Transformation plans exist, but the market hasn’t shown the same urgency; buyer demand stays more subdued.
